NPC holds discussions with four ministries on budget for upcoming FY

KATHMANDU: National Planning Commission (NPC) said it held discussions today on plans and programmes proposed by four ministries for the budget for upcoming fiscal year 2026/27.

As part of the initial stage of budget formulation, the NPC, in coordination with the Ministry of Finance (MoF), discussed the plans and programmes proposed by Ministry of Home Affairs (MoHA), Ministry of Land Management, Co-operatives and Poverty Alleviation (MoLMCPA), Ministry of Youth and Sports (MoYS) and Ministry of Women, Children and Senior Citizens (MoWCSC), according to NPC Spokesperson Harisharan Pudasaini.

On Sunday, the NPC held discussions on the budget with the MoF, the Ministry of Foreign Affairs (MoFA) and Ministry of Law, Justice and Parliamentary Affairs (MoLJPA). Ministries are currently entering their plans and programmes into the Line Ministry Budget Information System (LMBIS) based on the Medium-Term Expenditure Framework prepared by the NPC, the budget ceiling determined by the National Resource Estimation Committee, and guidance received from the MoF.

According to the Financial Procedures and Fiscal Responsibility Act, 2076, each ministry is required to prepare policies, programmes and budget proposals for its subordinate agencies within the limits of the received budget ceiling and guidelines, and submit them to the NPC and MoF within the specified deadline. For this purpose, the MoF had given the ministries a deadline of March 29.

Meanwhile, newly appointed Finance Minister Swarnim Wagle has been stating that a transformative budget will be presented for the upcoming fiscal year 2026/27.

Accordingly, the MoF has instructed ministries to propose only those plans and programmes that align with the government’s existing policies and periodic plans, adhere to the Medium-Term Expenditure Framework, have completed prior preparations and cost estimates, and include projections for expenditure and resources for the next three years.

The NPC said discussions are being held with ministries to select plans and programmes for the budget, focusing on the ruling parties’ election manifestos, the 100-point action plan on governance reform approved by the March 27 meeting of the Council of Ministers, and the provisions included in the Good Governance Blueprint, 2082.
