KATHMANDU: The Ministry of Finance (MoF) has published the implementation plan for the Third National Public Financial Management Reform Strategy (2026–2030).
The plan aims to make the public financial management system effective, transparent, accountable and results-oriented.
The work plan sets out responsible agencies, performance stages, timelines, expected outcomes, performance indicators and key deliverables for the improvement programmes included in the strategy. It was prepared following participation and consultation with ministries, departments, commissions, offices and other concerned bodies, and incorporates suggestions and opinions received from those stakeholders.
The action plan provides a clear roadmap for each activity, identifying the responsible body, implementation period and expected outcomes. Institutional coordination, ownership and accountability are emphasised as essential for effective implementation.
The MoF has also prepared a monitoring, evaluation and learning plan (2026–2030) to support regular oversight of the action plan. Progress will be measured through the results chain, performance indicators, data sources, reporting systems and institutional learning.
The plan seeks to ensure reform programmes are result-oriented while maintaining regular monitoring, evaluation and accountability of progress. The government expects this to lead to more effective use of public resources, stronger financial discipline, improved governance and better delivery of public services.
