Government unveils common minimum programme

KATHMANDU: The government unveiled a common minimum programme (CMP) by incorporating the issues ranging from the completion of the remaining tasks of peace process, promotion of federal democratic republic, protection of the constitution and addressing the economic problems and relief to the people. In the presence of top leaders of the coalition parties including Prime Minister and CPN (Maoist Centre) Chairman Pushpa Kamal Dahal, the CMP was presented at the Office of the Prime Minister and the Council of Ministers (OPMCM) with a priority on good governance and economic development, on Thursday. Photo: RSS[/caption] Addressing a special ceremony held to make the priorities and common minimum programme of the coalition government public, PM Dahal said that it is a document of national consensus as it includes the opinions of the parties that were part of the government before. "It can be called a common minimum common programme of national consensus. This is a programme common for all,” he said while pledging that everyone concerned including the prime minister, ministers and civil administration will implement the common policies and programmes honestly. Photo: RSS[/caption] On the occasion, Prime Minister Dahal committed to fulfilling the great hope and expectations that people have over the government. Mentioning that the coalition government had also decided on similar policies and programmes in the past and implemented them, PM Dahal expressed his determination that the public policies and programmes will also be fully implemented this time as well. "All good aspects of the policy priorities of the seven political parties in the previous coalition have been organised and modified in the current policy and programme", he said.
The CMP is the common concept of ruling 10 political parties. The government's priorities are set in various nine points in the 13-page CMP. The joint policy and programmes include strengthening of federal democratic republic, economic policy and programme, social transformation, quality service delivery, good governance integrity, completion of peace process and transitional justice, immediate relief, reconstruction and rehabilitation, ecological balance and disaster management, promotion of national independence and national interest, and international rights. The government has given importance to relief to people. Problems of citizenship will be solved within six months, the CMP stated, adding that establishment of durable peace, economic transformation, and people's prosperity, strengthening of friendly relations with the countries including neighbours, expansion of the area of assistance, cooperation and interconnectivity are other commitments of the ruling coalition. Moreover, effective implementation of policy on hydro resources, bilateral and multilateral use of hydro resources by keeping in the centre national interest, mobilisation of foreign assistance in national priority sector, review of treaty and agreements which are against national interests, smooth supply of daily essential goods including medicine, arrangement of the special economic package for Karnali and Madhes provinces which are backwards on human development index are other programmes of the government. The government has said it is committed to introducing nutrition programmes focused on pregnant women, lactating women and malnutrition; air ambulance service in view of the emergency as landslides and floods, accidents; relief, rehabilitation and assistance to the families of the martyrs and disappeared ones, conflict victims and displaced people; treatment to those injured in various movements and employment to at least one member of such conflict victim family. Prompt service delivery, expansion of online service, effective e-bidding, legal arrangement to ensure voting rights to Nepali citizens living abroad, integration of police personnel in province within six months, avoidance of duplication of documents such as citizenship certificates and national ID cards at government offices are other priorities. Prioritising governance reforms, corruption control and strict measures to ensure quality service delivery, the government will be working for a production-oriented economy, improvement of a fair supply and distribution system. Likewise, unnecessary expenses and administrative hassles will be wiped out while making public administration competent, reducing the risks caused by global crises such as climate change, biodiversity loss and environmental pollution, and the environmental balance will be maintained. The government will be following an independent and balanced foreign policy for the protection of national interests and for the prosperity of the people.
