KATHMANDU: National Development Action Committee (NDAC) organised its 51st meeting at the Office of the Prime Minister and Council of Ministers, in Singha Durbar, Kathmandu, on Monday.
Addressing the meeting, Prime Minister Pushpa Kamal Dahal stressed the need for bringing qualitative changes as per the country's needs and aspirations citing that the development process cannot move ahead in the traditional way.
He opined that provincial and local levels should launch campaigns to maintain good governance for establishing corruption-free society mentioning that maintaining good governance is the agenda of the entire nation.
PM Dahal said the support of all levels and bodies was necessary to forward the activities related to good governance.
Prime Minister Dahal said, "It is necessary to establish the system of reward and punishment, to encourage those doing good things, and raise hope among the people by expanding measures towards poverty alleviation and good governance."
He shared that some significant works were successful in the sector of service delivery to the people in the previous fiscal year and new initiatives have also been taken in the sector of good governance. He stated that the progress review has shown the fact that activities were not carried out in the development sector as expected last year.
The PM viewed that it was a matter of concern that the capital expenditure of the government was limited to 61.5%.
Although overall capital expenditure was not satisfactory, some ministries and national pride projects have relatively done well.
PM Dahal congratulated seven ministries that crossed 70% capital expenditure and all those associated with 10 national pride projects that have achieved more than 90% physical progress. Dahal further instructed other ministries and projects achieving less progress to move ahead with a new action plan, learning from the experience of last fiscal year.
He asserted that the development construction activities were affected by the decrease in revenue collection and various other reasons. Moreover, PM Dahal urged the concerned agencies to lead the development construction activities to completely spend the available budget in the current fiscal year and bring exemplary results.
