Civil Aviation Authority Bill proposes separation of CAAN into regulatory, service entities

KATHMANDU: Minister for Culture, Tourism and Civil Aviation, Badri Prasad Pandey, has stated that the Nepal Civil Aviation Authority Bill, 2081, is intended to establish good governance in the aviation sector by strengthening legal procedures.

Responding to concerns raised during the theoretical discussions on the Bill in today's meeting of the House of Representatives (HoR), Minister Pandey mentioned that the Bill seeks to enhance the aviation sector and produce skilled human resources for it. "The document is expected to play a role in making the relevant area vibrant," he remarked.

The Bill, if passed, will pave the way for dividing the Civil Aviation Authority of Nepal (CAAN) into two entities: a regulatory body and a service provider. Minister Pandey assured that the Bill would not reduce the existing benefits for employees, and he acknowledged that several amendment proposals are expected within the specified deadline.

Minister Pandey also expressed hope that the Ministry would act with commitment to preventing corruption. He added that an investigation into the crash of Saurya Airlines is ongoing, with the final report awaited for further action. He assured that anyone found responsible for the crash would be held accountable.

The Lower House session concluded for the day and will reconvene at 11:00 am on Tuesday, April 29.
