Federal Parliament Secretariat calls HoR members to swearing-in on March 26

KATHMANDU: The Federal Parliament Secretariat has called all members of the House of Representatives (HoR) to attend a swearing-in ceremony to be held on March 26. The oath-taking will be conducted at 2:00 pm on March 26, and members have been asked to arrive at the venue in formal or cultural attire two hours beforehand.

President Ramchandra Paudel is scheduled to administer the oath to the senior-most HoR member, Arjun Narsingh KC, 78, at Shital Niwas on March 25, a day before other members are sworn in. KC, as the senior-most member, will administer the oath to other members on March 26.

Article 88 of the Constitution provides that every HoR member must take the oath before attending an HoR meeting or an HoR committee meeting. Similarly, before the election of the Speaker and Deputy Speaker, or if those posts are vacant, the senior-most member among the available HoR members chairs the HoR meeting, as per Article 91(5) of the Constitution.

The Federal Parliament Secretariat spokesperson, Ekaram Giri, said the secretariat is working to ensure the necessary arrangements for the swearing-in ceremony of the newly elected HoR members. “Preparations have been made to conduct the swearing-in ceremony of lawmakers and the initial meetings of the HoR in the multi-purpose hall of the Federal Parliament building in Singha Durbar,” he said.

Efforts are underway to finalise technical issues following the physical construction of the hall, and security arrangements are also underway.

The President will summon a parliamentary session on the recommendation of the government. Once the session is summoned, the Parliament Secretariat will ramp up preparations for the meeting.

Spokesperson Giri further said that parliamentary party offices have been allocated according to the size of the political parties determined by the March 5 HoR election.

In the March 5 HoR election, the Rastriya Swatantra Party (RSP) emerged as the largest with 182 seats, followed by the Nepali Congress with 38 seats, the CPN (UML) with 25 seats, Nepali Communist Party with 17 seats, Shram Sanskriti Party with seven seats, Rastriya Prajatantra Party (RPP) with five seats, and one independent.
